5 New Measures were Implemented in Nanjing that Bring More Convenience to the Entry and Exit Management of the Public and Businesses

In order to promote high-level opening-up and facilitate the entry and exit of personnel in the Chinese mainland, the National Immigration Administration (NIA) has unveiled an array of new measures that bring more convenience to the entry and exit management of the public and businesses, which will take effect on May 6. Among them, 5 new measures were implemented in Nanjing.

Upon the release of those measures by NIA, we have rapidly deployed and advanced two main tasks. The first is system testing. We have worked to enhance the online services of the public, ensure the accuracy of data reception and feedback, and optimize workflow settings through stress testing and continuous debugging. Our ultimate goal is to deliver comprehensive, accurate and precise services. The second is personnel training. We have organized training for the staff in the Exit-Entry Administration Department and the exit-entry acceptance points in all districts of the city on specific handling steps and specifications. They are required to complete the pre-examination, approval, and certification processes for online applications in a timely manner so that new measures can truly benefit the public.A policeman from the Citizen Exit Acceptance Office of the Exit-Entry Administration Department of the Nanjing Municipal Public Security Bureau introduced the five new measures implemented in Nanjing.

Under the new policies, a pilot program of full online handlingof renewal and reissuance of entry and exit certificates will be implemented in 20 cities, including Nanjing. Residents aged 16 or above (except for civil servants and active military servicemen) in Nanjing will be able to renew and reissue their passports, as well as travel documents to Hong Kong, Macao and Taiwan regions via the NIAs online government service platform, without having to visit a public security office. The exit and entry administration authority of the public security bureau in the place where the applicants residence is registered will renew and issue travel documents within seven working days if the application materials are complete and meet both application and legal requirements.

Residents can apply for business endorsement through the intelligent expedited processingprocedure across the country. Chinese mainland residents who apply for entry to Hong Kong and Macao for business purposes can submit their applications at the exit-entry administration window of any public security organ nationwide. Those who apply for multiple-entry business visas can use smart visa equipment for instant pick-up.

Holders of business endorsement to Hong Kong and Macao can stay longer in the two regions. The maximum length of stay for Chinese mainland residents with a business endorsement to Hong Kong and Macao will be extended from seven days to 14 days. 

Residents can apply for multi-entry to Macao for otherpurposes. Mainland residents can apply for a visa for multiple visits to Macao within a 12-month period for otherpurposes, that is, to participate in exhibitions, seek medical treatment or engage in performing arts, by submitting their applications at the exit-entry administration window of any public security bureau across the country. Those seeking medical treatment are able to have one or two people accompany them.

Mainlanders who join Hengqin-Macao tour groups are allowed to make multiple trips between Hengqin and Macao. Applications will be accepted at the entry-exit management window of any public security bureau across the country when group participation materials are presented. After entering Macao, they may repeatedly travel between Hengqin and Macao via the Hengqin Port within 7 days in the form of a group tour.
