Nanjing Municipal Government held a press conference on January 10 and promulgated Nanjing Women Development Plan (2011-2015) and Nanjing Children Development Plan (2011-2015). The new plans have specific requirements on women leaders' ratio, employment, education for children of migrant workers.
The new plans indicate that female employers should account for above 47% in Nanjing and employment sexual discrimination should be eliminated. Newly added female employment rate should reach 90%. Employment rate of female university graduates should be enhanced and registered unemployment rate of women in the city should be controlled within 47%.
It is also specified that rational mix of toilets for male and female should be analyzed when doing urban public construction planning, to suit actual needs. Free gynaecologic examination should be provided once every two years. The poor and the seriously sick should be given treatment subsidy. Input in special fund for cancer examination should be strengthened for rural women and the examination should cover a bigger group. One-stop free pre-marital physical examination should be advocated and cover all areas in 2015.
Preschool education should be integrated into urban-rural development planning. A kindergarten operation system should be established following government guidance, involving social participation and allowing both public and private modes. Public kindergartens should be developed with full efforts and private kindergartens will be supported. A preschool education public service network will be built to make sure that one kindergarten is available for every 10,000 people.
An education guarantee system should be completed for children who are affected by population mobility. The principle of government taking responsibility and public schools dominating should be followed to make sure that 90% children of migrant workers can go to public elementary schools and 100% go to public middle schools.
Compulsory education needs of these children should be satisfied and they are allowed to take high school entrance examination in their resident places. Children who are left in the countryside should be taken care of. We should build activity facilities for them and pay attention to their education and management. |
