“By overtaking on the whole, breaking through in key areas and exceeding in certain areas, Nanjing will form an innovative economic development trend in 3 years.” – this is a definite target set up at the Mobilization Meeting of Expediting the Development of Innovative Economy, held on Feb. 21st.  。

The journalist learns that, a truly valuable document named Action Plan of Industrial Transformation Driven by Sci-tech Innovation and Development of Innovation Economy (Draft) is about to appear publicly. It consists of policy advantages; identifies the favor given to key sci-tech innovation platform, key sci-tech result commercialization, “4+8+8” key projects, transformation of development zones, and leading talents of sci-tech innovation and founding business. In it, 20 new policies that will facilitate sci-tech innovation can be said as of “strongest power, highest value, most distinctive policy orientation and most completed supporting policies” in recent years.

Based on “3 1 Billion Plan” (in 3 years, municipality, district, county and development zone together raised funds of 1 billion RMB for introducing leading talents, 1 billion for establishing sci-tech industrial innovation platform; and 1 billion for supporting development of emerging industries), Nanjing will invest in establishing key sci-tech innovation platform and key labs.

By 2012, contribution rate of scientific and technological progress of Nanjing should reach55%. New and high technological industrial output value should account for 45% of industrial total output value. Output value rate for new products of industrial enterprises should achieve 13%.

Revolving the industrial transformation and upgrade target, all core sci-tech results that will be transformed into productivity in Nanjing will be given financial support from the public finance.

 Nanjing gives emphasis on “retaining the talents with benefits”. 100 leading talents who have broken through key technology and have advanced management philosophies; 1000 high-level innovative talents who are urgently needed will be aided and supported in terms of program operation, offering housing or lease subsidy. Among them, top talents who have mastered international industrial trend and lead key industries of Nanjing to make important breakthrough, will be given fund and program support of no less than 3 million RMB and be presented an apartment of no less than 120 square meters.

Moreover, Nanjing will construct 300-500 apartment for talents in 3 years to make sure that innovative talents will live and work in peace and contentment here. (Nanjing Daily)
