Recently, the delegation from Zhongguancun Science and Technology Park visited Xuzhuang Software Park. The talk between the two sides focused on how to provide a platform for the returned personnel and the growth of venture companies.

?We spare no effort to recruit returned personnel from all over the world. ? Xia Xiaofang, deputy director of Nanjing Personnel Bureau, said during the introduction of entrepreneurial activities of returned personnel in Nanjing. The Government of Nanjing attaches great importance to the recruitment of returned personnel and has built liaison stations for overseas talents in America, Germany, Japan and Australia to invite outstanding overseas talents to venture in Nanjing. In the recent years, Nanjing has attracted 9366 overseas talents among which 60% have doctoral degrees and 80% hold senior academic titles. At present, Nanjing has 10 pioneer parks and more than 300 incubated enterprises. In order to attract special talents and leaders of various disciplines to settle down in Nanjing, Nanjing has implemented a special ?three one-hundreds? policy ? giving each of them one-million allowance, an apartment of one-hundred square meters and a laboratory of over one-hundred square meters. Liu Xiaoming, general manager of Zhongguancun International Business Incubator, showed great concern on this and before Xia Xiaofang had even finished his talk, he asked, ?How to identify leading talents? ? ?Pass ?Three Passes'.? Xia Xiaofang answered, ?Their creative and venturing achievements will firstly be screened by our park, secondly be approved by experts and lastly pass comprehensive assessment. In the third part, the leading talents will be questioned and graded by a panel of expert judges in public.?

Xia Yingqi, Associate Director of the Administrative Committee of Zhongguancun Science and Technology Park, frankly said, ?I?m optimistic about Nanjing?s advantages in science and education resources and glad to see that overseas talents move development centres, branches and even headquarters of their enterprises from Zhongguancun to Nanjing. I hope that seedling nursery from Zhongguancun can grow up strong and sturdy in Nanjing.?
