By the end of 2011, citywide there had 551 kindergartens with 167,639 pupils; 344 primary schools with pupils of 300.7 thousands; 160 junior middle schools 160 (including nine-year schools) with students of 145,803; 60 ordinary senior high schools (including complete secondary schools and senior high schools) with 91,900students; 61 secondary vocational schools with 138,275 of vocational students and the five-year advanced vocational school students starting from junior highs; 53 ordinary colleges/universities (excluding Military Academies) , with 808,498 students ( including postgraduate students) .

The city's education system is focused on the "First Base of the Economy - Education", to implement the spirit of the city’s education interpreted in Education Conferences and the Mid- and Long-term Education Plans. The City Board of Education has broken down "the Tasks in Implementation of the Guidelines of Nanjing Mid- and Long-Term Education Reform and Development Plan (2010-2020), and has developed the "Nanjing Twelfth-Five Year Educational Development Plan". In implementation of the "Supporting Education Plan on Ten Functional Blocks of Nanjing", it has published relevant brochures, and promoted extension of quality education resources extending to the blocks of Qilin and Pukou and others. And, in coordinated with the Municipal Construction Committee, Affordable Housing Headquarters, districts’ and counties’ education bureaus, as well as design and development organs, it has developed the "Project Acceptance Standards for the Construction of middle schools and kindergartens under Nanjing Overall Social Security Housing Plan", organizes principals and presidents of renown schools to jointly discuss on-site educational issues, and improves architectural quality of supporting schools in terms of design and science. And also, the Municipal People's Congress in implementation of the "Education Plan" and the "Regulations on the Land Protection for Nanjing Kindergartens" has played an active role of inspection and supervision to promote implementation of the education plans.

It formulated the "Five-year action plan for Nanjing preschool Education" and drafted the "Main Indicators of modernization for Nanjing Districts’ and Counties early childhood education", to create demonstration areas of pre-school education reform and development. For the city's 133,000 school-age children who meet conditions, vouchers valued at RMB133 million to assist schooling are dispensed; on the "Sixth China Well-off Forum", the project of Nanjing was listed as one of the top ten livelihood decisions in 2011. It formulated the "Program to Create Demonstration Areas for Reform and Development of High-quality and Balanced Education in Nanjing Compulsory Education Stage" and "The Assessment Standards in regards to Creation of Demonstration Areas for Reform and Development of High-quality and Balanced Education in Nanjing Compulsory Education Stage", and carries out the work. It promotes "The Three-year Action Plan for Development of Special Education in Rural Nanjing”. It promotes the "New Class-Size Plan", to deepen experimentation reform of small-size class education. In participation in pilot projects of national education reform, the General Office of the municipal government had forwarded "The opinions on promotion of diversified and characterized construction of senior high schools in Nanjing" formulated by the City Board of Education, and started construction projects of diversified high schools. In addition, payment of RMB 307 million was transferred to rural areas, used for construction and upgrading of rural schools. And, amount of RMB255 million were input this year, used for exemptions of fees and textbook costs in compulsory education, aiding for primary and secondary school children and students with families of low-income and families receiving subsistence allowances, as well as for disabled children to complete compulsory education, for senior high school students from poor families, and as payment grants for secondary vocational school students. It improved the admission system for children of migrant workers, ensuring 93.9% children of migrant workers citywide admitted into public schools, and 100% promoted to public junior high schools.

It implemented the "Double Ten Excellent Projects (schools)” for vocational education. A indicator system was developed to improve the quality of vocational schools, to reform school mode, training mode, teaching mode and evaluation mode. During the first half of 2013, Nanjing Vocational School was listed by the Ministry of Education as a project to build a model school for the country's secondary vocational education reform and development; during the secondary half, three schools among them one is Jinling Middle School passed the evaluation by the Ministry of Education and were listed as demonstration projects.  Secondary vocational education of districts and counties under the provincial supervision are excellent in results. It strengthened employment guidance, broadened employment channels, allocated funds to key vocational schools to open up the employment, entrepreneurship and training bases, and carried out the "Five Creative Education" i.e. high- skilled education, technological innovative education, business practice education, quality excellence education, and creative development education, and the vocational graduate rate remained above 95%. In participating in the province's occupational skills competition, it keeps the no. 1 title in "five consecutive years” in terms of team scores and the total number of gold medals and silver medals. On behalf of Jiangsu Province, it participated in the national competition, and won 15 gold medals, 16 silvers, and 1 bronze, ranked first among the capital cities of provinces. It held the project promotion conferences to promote community education, and created 4 provincial-level community education centers and 4 municipal-level community education centers. It amended the "Approach to set up Nanjing private and non-degree educational institutions" and the "management over Nanjing private non-degree educational institutions”, and makes available of the network of "Nanjing Association of Private Education". It completed 1,276,000 person-times of the re-employment training, rural practical technologies trainings, and labor force trainings for urban unemployed workers.

It strengthens the moral construction among teachers in system-wide. It organized series of Wu Shaoping events such as Wu’s ideological education seminars for studying the national model’s deeds in teaching, and organized forum to learn deeds of the teacher Xu Qijun of China -Japan Friendship Hope Primary School, Zhuzhen Town, Liuhe District. The Municipal Education Committee of the Municipal CPC Committee issued the Notice to carry out events to learn teacher Xu Qijun education-system-wide, a teacher who was awarded the title of model teacher by the Municipal CPC Committee; and to carry out the seventh “Advanced Group of Morality" Award in the educational system. It started the implementation of the "1130" training programs for Excellent Education personnel, focusing on cultivating "three-renown" education personnel (renown principals, renown teachers, and leaders of renowned academic areas), promoting mobility of young faculty and job development, naming 280 young teachers awarded in the seventh Nanjing Outstanding Young Teacher Awards, and increasing 23 Professor-level teachers for Jiangsu senior secondary schools, and jointly launched with the Municipal Federation of Trade Unions the discipline skill competition of teachers, in which a number of outstanding teachers were awarded the "Nanjing Labor Medal". It opened up the "Nanjing Teachers Training Network", and organizes principals of junior high schools to participate in the “the National School for Development of Middle School Principals".

Centering on the 90th anniversary commemoration of the Communist Party of China, and the 100th anniversary of the Xinhai Revolution, it carried out a series of themed activities of the "Reading Festival". It established sub-stations of “Teacher Tao workstation" along the river, and Nanjing gave the presentations on school mental health education in the National Primary and Secondary Schools’ Exchange Conference of Moral Education Experiences held in Nanjing. It formulated the "Nanjing Action Plan of 2014 Youth Olympic Education" , organizing 30,000 students to participate in the "National Knowledge Contest on Youth Olympic (Nanjng Arena)", to carry out the activities of "Growing with YOG", as well as other activities. The children of Gulou District Star Kindergarten wrote letters to Premier Wen for the initiative of "Stars, Come on, Run ten laps around the Earth", and Wen Jiabao replied personally and affirmatively. It promotes the Sunshine Sports and the "physical activity in between large recess" system. Among 11 schools composed of Jiangsu Provincial Team to represent Jiangsu Province to participate in the Eleventh National School Games in which the province won the No. 1 in terms of team scores, Nanjing contributed 9. It carries out the Curriculum reform, to improve enrollment ratio of student quota, implements the "three restrictions" policy for high schools, to standardize school behavior. It promotes the "Starlight Program of Scientific and Technological Innovation", the High School students of Nanjing Normal University won gold medal in the 42nd International Physics Olympiad, and Nanjing Foreign Language School students won the gold in the fifth Asia -Pacific region informatics contest. It promotes the "talent development program", and Nanjing Dongshan Foreign Language School Symphonic Band won all 3 awards of the International Music Festival held in the Netherlands i.e. performances Gold, best organizing awards and Best Education Award. It held the fourth "Nanjing - Singapore School Principals Education Forum" and the second "Principal Forum of Nanjing - Ballarat Chinese Teaching Cooperation", to enhance the influence of the Nanjing Education internationally.
