The 22nd Plenary Session of the Twelfth Municipal CPC Committee thoroughly analyzed the new situations and tasks faced by the next step of scientific development of Nanjing and made the following decisions on key matters such as focusing on the “Four No. 1s” development, implementing the innovation-driven strategy and forging a new famous Chinese city of talents and hi-tech innovation.
1. To focus on the “Four No. 1s” principle and implement the innovation-driven strategy
Nanjing boasts distinctive advantages in abundant technology, education and talent resources. Currently Nanjing is facing the critical juncture of a major strategy development opportunity to recreate its golden development stage and the third major opportunity to accelerate the development of an innovative and service economy with talents as the No. 1 resource, education as the No. 1 foundation, technology as the No. 1 productive force and innovation as the No. 1 driving power (hereinafter referred to as the “Four No. 1s” principle). This is a once-in-a-century opportunity tailored for the resource profile of Nanjing. It is Nanjing’s strategic choice to focus on the “Four No. 1s” principle and implement innovation-driven strategies in its efforts to seize and make use of the third major opportunity, turn its advantages in technology, education and talent resources into advantages in hi-tech innovation and entrepreneurship, pioneer down the road of “Innovation-Driven, Endogenous Growth and Green Development” with Nanjing characters and ensure that the city is among the first ones to generally achieve modernization in Jiangsu province.
The city, as a whole, should think and act outside the rigid box of old thinking and systems, take top-class domestic and international metropolises as benchmarks, comprehensively adopt the “Four No. 1s” principle in all work efforts, development drivers, policy measures and appraisal orientation and vigorously promote hi-tech innovation and entrepreneurship with a clear focus on the present and outlook into the long-term future. To emphasize talents as the No. 1 resource by shifting the focus from attraction of investment to attraction of talents and project--led approach to talent--led approach. To emphasize education as the No. 1 foundation by further strengthening the role of education as the foundation of economic and social development and effectively enhance the availability and easy accessibility of all kinds of talents required for transforming development, innovative development and leapfrog development. To emphasize technology as the No. 1 productive force by further intensifying the general reform of science and technology institutions, focusing on the establishment of communication and cooperation channels among the hi-tech resources in various sectors, including politics, industries, academies, research institutes and financial institutions, and transforming the city’s strengths in hi-tech resources into strengths in scientific development. To emphasize innovation as the No. 1 driving power by motivating hi-tech innovation, developing innovative culture, forming an enthusiastic atmosphere for innovation and entrepreneurship under which numerous innovative and entrepreneurial enterprises may prosper and promoting the transforming, innovative development and leapfrog development of Nanjing.
II. Fully Dedicated to Developing a Famous Chinese City of Talents and Hi-tech Innovation
(1) General Requirements. To follow the guidance of the scientific development approach, revolve around the acceleration of the transformation of economic development models, stay focused on the “Four No. 1s” principle and the implementation of the innovation-driven strategies, seize the opportunity of the pilot for promoting the comprehensive reform of the national science and technology institutions and the development of an innovative pilot city and adopt the principles of “Talent-led Technological Entrepreneurship” and “Pioneering in the Development of Systems and Parks” as key measures. To vigorously implement the “Eight Plans”, accelerate the development of a regional innovation and entrepreneurship system and modern industry structure with Nanjing characters, to be fully dedicated to developing Nanjing into a famous Chinese city of talents and hi-tech innovation with comprehensive innovation and entrepreneurship systems, the gathering of innovative and entrepreneurial factors, surging of innovative and entrepreneurial talents, comprehensive mechanisms for innovation and entrepreneurship, dynamic innovative and entrepreneurial cultures, significant innovative and entrepreneurial achievements, and international influence and competitiveness.
(2) Objectives. Strive to double the percentage of high-end talents, the total production value of hi-tech industry and the number of listed hi-tech enterprises and quadruple the total number of authorized inventions and patents, the total number of enterprises under incubation and total revenue of hi-tech service industry on the basis of the “Eleventh Five-Year Plan” by 2015. To increase the ratio of the city’s R&D input in the total regional GDP to 4.5%, the ratio of human capital investment in the total regional GDP to 17%, the total human resource population to 2.2 million, the ratio of hi-tech industry in the total production value of industries above designated size to over 50% and the contribution of scientific and technological advancement to the economic growth to over 60%. To develop a hi-tech innovation center of the Yangtze River Delta and a national innovative city and actively establish a national model region for independent innovation and special talent zone.
(3) Key Measures
—— Talent-led Technological Entrepreneurship
To regard the Talent-led Technological Entrepreneurship as the fundamental approach to stimulate economic growth, promote updating of industry structure and transform development models. To actively cultivate and introduce high-end innovative and entrepreneurial talents, implement the Program for Attraction of Leading Hi-tech Entrepreneurial Talents and Program for Cultivation of Hi-tech Entrepreneurs to gather and attract a large group of hi-tech entrepreneurs and start-ups. To optimize the financial service chains for the entire hi-tech innovation and entrepreneurial process, and realize “support for innovation and entrepreneurship, promotion for growth and incentives for achievements”, create a sound institutional environment truly favorable for the incubation and accelerated growth of hi-tech start-ups and promote the transformation of technology, education, talent and innovation resources into practical productive force as soon as possible.
——Pioneering in the Development of Systems and Parks
To actively promote the comprehensive reform of the science and technology institutions in accordance with the pioneering spirit. To develop a number of Special Hi-tech Entrepreneurial Communities (Special Cluster Zone of Innovative and Entrepreneurial Talents), promote the expansion of the existing university cluster zones into the science town, and transformation of various development zones or industry parks into innovative parks and the development of such parks into the forefronts in the competition for technology and talents and special pilot zones for innovations in the systems and institutions. In pursuance of the principles of “Permitting Anything Not Prohibited” and “Allow Mistakes and Tolerate Failures”, to avoid being constrained by the circumstances, limited by the visions or intimidated by the difficulties, free the mind and dare to take risks, formulate breakthrough measures that support hi-tech innovation and entrepreneurship, create a special policy climate for park development and promote the supernormal development of the science and industry parks with supernormal magnitude of institutional innovation.
(4) Key Programs
——Program for Construction of Special Hi-tech Entrepreneurial Communities (Special Cluster Zones of Innovative and Entrepreneurial Talents). To plan the construction of internationally compatible supporting facilities, such as incubators, accelerators, pilot plants and talent apartments, with high standards, provide special institutions, policies and environments and establish a group of special entrepreneurial zones (special talent zones). By 2015, to complete the construction of 6 million m2 of incubators, accelerators and pilot plants and gather 10,000 hi-tech start-ups.
——Program for Attraction of Leading Hi-tech Entrepreneurial Talents
To actively attract leading hi-tech entrepreneurial talents from home and abroad. By 2015, we expect to attract 3,000 leading hi-tech entrepreneurial talents, including 1,000 returned overseas entrepreneurial talents, 1,000 Hong Kong, Macau, Taiwan and foreign entrepreneurial talents and 1,000 domestic entrepreneurial talents.
——Program for Cultivation of Hi-tech Entrepreneurs
To focus on the cultivation of a group of leading hi-tech entrepreneurial talents capable of creating new technological approaches, new business models and new industry trends. By 2015, to cultivate 200 hi-tech entrepreneurs and gather 100 entrepreneurial talents under the state “Thousand Talents Program”.
——Counseling Program for Hi-tech Start-ups to Achieve Public Listing
To establish follow-up service mechanisms for public listing of hi-tech start-ups and a “fast lane” for enterprises seeking public listing. By 2015, to provide counseling for 100 hi-tech enterprises for public listing in China and overseas.
——Program for Joint Construction of Hi-tech Innovation and Entrepreneurial Platforms
To actively encourage the districts (counties) and hi-tech zones, development zones, industry parks (industry parks, creative and cultural parks and modern agriculture parks etc), science and technology parks, innovation parks to cooperate with universities and research institutes in the joint construction of university science and technology parks and innovation centers of strategic emerging industries. By 2015, to develop 20 university science and technology parks and 60 innovation centers of strategic emerging industries.
—— Program for Construction of Hi-tech Start-up Investment and Financing Systems
To establish and optimize a diversified hi-tech start-up investment and financing service system covering various stages in the hi-tech enterprise lifecycle, including start-up, growth and maturity. By 2015, to increase the total scale of the start-up investment funds and equity funds to over RMB 50 billion. To expand the system to cover and support 10,000 hi-tech start-ups and cultivate 1,000 key hi-tech start-ups within five years.
——Program for Gathering High-end R&D Institutes
To set up international enterprise R&D parks, actively attract the R&D institutes of a group of Global 500 and Top 500 Chinese enterprises. By 2015, to attract a total of 100 high-end R&D institutes.
——Program for Development of Proprietary Intellectual Properties
To establish and optimize the management system, enforcement system, service system and talent training system for intellectual property rights. By 2015, to realize 10,000 authorized inventions and patents.
III. Strive to Realize Major Breakthroughs in Hi-tech Innovation and Entrepreneurship
(1) Gather High-end Talents for Hi-tech Innovation and Entrepreneurship
To actively develop high-end hi-tech innovation talents. Universities, research institutes and innovative enterprises should actively attract high-end hi-tech innovation talents and strive to gather 100 innovative talents under the state “Thousand Talents Program” by 2015. To promote cooperative talent training in local governments and enterprises of the universities, accelerate the development of an open training model featuring integration of school education and experience-based learning and the combination of domestic trainings and international communications. To highlight the leading role of enterprises, adopt the “talent + project” approach, rely on the national, provincial and municipal key talent programs and key scientific researches, engineering and industrial projects and gather and cultivate innovative talents for the development of the industry. To highlight the importance of top-notch talent training projects, deepen the matching of academicians and talents and focus on the cultivation of a group of outstanding innovative talents and teams. To support the organization of international technological communications and cooperation, finance overseas specialized researches and education and enhance the sustainable innovation capabilities of high-end talents.
To actively attract high-end hi-tech innovation talents. To implement the “Nanjing 321 Program”, mainly rely on various incubators, accelerators and pilot plants, actively attract high-end hi-tech innovation talents and attract 3,000 leading hi-tech entrepreneurial talents, cultivate 200 hi-tech entrepreneurs and gather 100 entrepreneurial talents under the state “Thousand Talents Program” by 2015. To formulate and implement the Program for Attraction of Leading Hi-tech Entrepreneurial Talents, provide leading hi-tech entrepreneurial talents from home and abroad with greater support in areas such as start-up capital, start-up venues, finance and taxes, talent accommodation and residential services and accelerate the settling down of talents and transformation of achievements. To formulate and implement the Program for Cultivation of Hi-tech Entrepreneurs, support the hi-tech entrepreneurial projects with high technological standards and promising industrialization prospects undertaken by leading hi-tech entrepreneurial talents, focus on the key, superior and strong projects, provide preferential policies in finance, technology and talents and cultivate a group of hi-tech entrepreneurs with demonstration and leading effects. To promote the entrepreneurial service model of acting as the “baby-sitter for early start-ups and mentor during their growth” and provide hi-tech entrepreneurial talents with full-process, around-the-clock and all-round professional and individualized services.
To promote the model of “Innovation in Universities and Entrepreneurship in Parks”. To encourage high-end hi-tech innovation talents of universities and research institutes to launch hi-tech start-ups in the parks and high-end hi-tech entrepreneurial talents to teach as professors and researchers at universities and research institutes and establish bilateral flows of innovative and entrepreneurial talents between universities/research institutes and enterprises. To fully open Nanjing’s university resources, such as libraries and laboratories, to the hi-tech entrepreneurial talents. To set up the high-end talent pool of Nanjing region, to establish the “Innovation and Entrepreneurship” consultation and matching systems between universities and local governments at municipal and district/county levels and coordinate and plan the development of hi-tech human resources. To explore the establishment of a market-based talent value appraisal system, adequately inspire the entrepreneurial dynamics of various types of innovative talents and guide more hi-tech talents into innovation and entrepreneurship.
(2) Escalate the Support of Education for Hi-tech Innovation and Entrepreneurship
To continuously improve the quality of higher education. To actively support Nanjing universities in their efforts to establish world-class universities, top-class disciplines and high-standard universities, support the establishment of a group of key laboratories and engineering research centers, encourage the establishment of joint R&D bases by universities and domestic and overseas leading education and research institutions and renowned enterprises, emphasize the cultivation of innovative talents, strengthen the development of university science and technology parks, organize the university hi-tech innovation systems, develop an open higher education system with healthy structure, distinctive characteristics and superb quality, significantly enhance the capabilities of higher education in talent cultivation, knowledge innovation and social contribution and provide superior talent support and hi-tech intelligence services for the development of Nanjing.
To strengthen the cultivation of application-oriented talents. To escalate the education reform efforts, consider the training of innovative talents and highly skilled talents as a key factor in school assessment, strengthen the students’ capabilities and awareness in innovation and entrepreneurship, establish undergraduate entrepreneurship incubation bases in three main university cluster zones in Xianlin, Pukou and Jiangning and supply all kinds of high-end application-oriented talents for the hi-tech innovation and entrepreneurial efforts and industrial transformation of Nanjing. To establish model vocational schools and form a modern urban vocational education system integrating secondary and higher vocational schools and application-oriented colleges. To experiment the systematic connection between the application-oriented undergraduate courses under higher vocational education and the professional master and doctorate education and encourage the development of modern remote education and adult higher education. To establish a dialogue mechanism between vocational education and the industries, optimize the discipline settings of the schools, promote the integration between industries and educational institutes, and select a group of key enterprises as the undergraduate internship bases. To actively develop professional and international education and training industries and initiate trainings for internationally accepted vocational qualification certificates. By 2015, to realize 1 million trainees cumulatively under trainings related to the hi-tech innovative industries.
To enhance the international level of education. To actively introduce famous international schools, development joint school operations by Chinese and foreign parties, explore the utilization of foreign capital in school operations and accelerate the development of Nanjing International Higher Education Park. In the background of the organization of YOG, introduce and promote world-class education philosophies and training models, comply with the international standards for hi-tech innovation and entrepreneurship and encourage universities to cultivate talents who have international perspectives and are familiar with the international rules and skilled in international operations in hand with renowned international universities and enterprises. By 2015, to complete the establishment of the Institute for Innovation and Entrepreneurship and Nanjing Institute for Training of Hi-tech Entrepreneurs of the Nanjing University and set up 10 international education bases for hi-tech innovation industries.
(3) Accelerate the Construction of Platforms for Hi-tech Innovation and Entrepreneurship
To be fully dedicated to the development of Special Hi-tech Entrepreneurial Communities (Special Cluster Zone of Innovative and Entrepreneurial Talents). To adhere to the principle of “Pioneering in the Development of Systems and Parks”, formulate and implement the development plans for Special Hi-tech Entrepreneurial Communities (Special Cluster Zone of Innovative and Entrepreneurial Talents) and create excellent spaces and outstanding services for the entrepreneurial undertakings of hi-tech talents and growth of hi-tech start-ups to the best of our capabilities. To focus on the Model Street Hi-tech Innovation Park, Qilin Eco-Technical Innovation Park, four national-level hi-tech zones (development zones or industry parks) and university cluster zones in Xianlin, Jiangning and Pukou, assign certain areas in the built-up areas or planned built-up areas of various districts and counties, plan and construct special entrepreneurial zones (special talent zones) covering a total area of 30 km2 in pursuance of the principles of “Centralized Planning, Reasonable Layout, Distinctive Features and Supporting Collaboration” and “Centralization, Specialization, Informationization and Community Forming” and encourage the development of special entrepreneurial zones (special talent zones) through the utilization of existing resources in stock in the main city and the reconstruction and expansion of the idle buildings (land) in old campuses of universities. To develop world-class key incubators, accelerators and pilot plants in the special zones supported by the construction of headquarter bases for hi-tech start-ups, hi-tech start-up and graduated enterprises industry bases, talent apartments and comprehensive service facilities, to actively establish comprehensive hi-tech public service platforms and agency service systems and forge a barrier-free environment for entrepreneurship and convenient and efficient entrepreneurial channels. To set aside dedicated funds for the construction and development of special zones of no less than RMB 200 million per annum dedicated to supporting the construction and development of special zones. By 2015, it is expected that the special zones will accommodate 3,000 graduation enterprises and cultivate 500 hi-tech and innovative enterprises.
To develop a new incubation service system. To focus on the implementation of the “Zooming” and “Eagle-Hatching” hi-tech enterprise incubation programs, establish a new incubation service system featuring the service model of “entrepreneurial mentor + professional incubation + start-up investments”, improve the success rate and growth speed of hi-tech start-ups, incubate and cultivate hi-tech start-ups with proprietary intellectual property rights and proprietary brands. To formulate a comprehensive assessment indicator system for the development of hi-tech enterprise incubators and conduct star-rating of such incubators. By 2015, the total number of hi-tech enterprise incubators in Nanjing is expected to exceed 100 while 10,000 are under incubation and construction standards and service functions of hi-tech enterprise incubators will be fully enhanced.
To jointly develop university science and technology parks and innovation centers of strategic emerging industries. To formulate and implement Program for Joint Development of Hi-tech Innovation and Entrepreneurial Platforms, actively promote the “Triple-Zone Convergence and Joint Development” of the university zones, science and technology parks and public communities, rely on the strong academic areas of the universities to integrate innovation resources, develop university science and technology parks, which will turn into the innovation and entrepreneurship platforms for universities to serve the society, transformation of achievements, technology transfer and enterprise incubation, through cooperation between universities and local governments. To follow the institute-government and university-government cooperation model of “industrial technical research institutes + academic enterprises”, jointly develop innovation centers of strategic emerging industries, promote the transformation of knowledge into technologies and technologies into projects and accelerate the industrialization of technological achievements.
(4) Promote the Development of High-standard Innovative Parks
To promote the transformation of university cluster zones to science towns. To promote the expansion and upgrading of the university cluster zones in Xianlin, Pukou and Jiangning to science towns, effectively promote the hi-tech achievement transfer, industry technological innovation, high-end talent entrepreneurship and start-up incubation and growth of the universities, focus on cultivating and highlighting a group of outstanding innovative and entrepreneurial talents, researching and transforming a group of world-leading technological achievements and increasing the strengths and scales of a group of influential innovative and entrepreneurial enterprises. To adequately leverage the advantages of the universities in their strong academic areas, R&D resources and innovative platforms and support the accelerated development of university science and technology parks. To guide universities to conduct technological R&D and application transformation in pursuance of the industrial needs and become the innovation centers and key platforms for supporting the development of the regional emerging industries. To create a healthy environment for “Innovation and Entrepreneurship”, encourage university research staff to start up their businesses while retaining their positions, strengthen the academic support, knowledge spillover, technical influence and talent cultivation and supply of the universities. To establish a comprehensive service system and a service network that is both comprehensive and specialized as well as both generic and individualized.
To accelerate “second ventures” of the hi-tech zones (development zones or industry parks). For the objective of developing innovative parks, to fully promote the transformation of the four national hi-tech zones (development zones or industry parks) from outward expansion to endogenous growth, from investment-driven to innovation-driven, from extensive management to innovative development. To guide the attention of the hi-tech zones (development zones or industry parks) to proprietary innovation, promote the efficient gathering and open sharing of innovation resources and significantly enhance the endogenous growth capabilities and regional influence of the hi-tech zones (development zones or industry parks).
To accelerate the formation of predominant industry cluster zones. To adhere to the principle of “each hi-tech zone (development zone or industry park) should focus on the development of one or two predominant industries” and establish an industry structure featuring different characteristics and complementary development in accordance with the requirements of specialization, characterization and centralization and from the standpoint of the overall optimization and development of industries. The Nanjing Hi-Tech Industry Development Zone should focus on the development of the bio-medicine industry. The Nanjing Economic and Technological Development Zone should focus on the development of the new display industry. The Jiangning Economic and Technological Development Zone should actively develop smart grid and wireless communication industries. The Nanjing Chemical Industry Park should focus on the development of green chemicals and new material industries. Various provincial-level development zones (industry parks) should build on their existing industrial strengths and identify one to two predominant industries and realize clustered and centralized development.
To focus on the construction of innovation bases for emerging industries. To thoroughly implement the dual-doubling program for emerging industries, adopt the approach of large-scale industries, high-end technologies, centralized development and international talents, focus on the development of innovation bases for emerging industries, such as the software valley, display valley, wireless valley, bio-medicine valley and modern agriculture valley. To actively integrate the strong industries and resources in the region, actively expand the industrial development potentials, strengthen supports for the advanced productive service industries, strive to realize the strategic breakthrough effects and the regional polarization effect in the development of emerging industries and construct a group of domestically leading innovative industry bases.
(5) Focus on the Development of a Modern Industry System
To cultivate and develop strategic emerging industries. To revolve around the development strengths and focuses of the national and provincial strategic emerging industries, adhere to the principle of “Knowing What to Do and What Not To”, further highlight Nanjing’s next-step development focuses of strategic emerging industries in areas of which the development relies on the driving forces of technology, education and talent and cultivate a group of strategic emerging industries such as new display, wireless communications and smart grid with the high-end, large-scale and international approach and a supernormal strength. To actively grasp the discussion power in formulation of standards, seize the high ground in the international technological and industrial specialization system and significantly enhance the international competitiveness of the industries.
To expand and develop advanced manufacturing industries. To focus on promoting the transformation and upgrading, enhancing proprietary innovative capabilities and strengthening the combination of hi-tech innovation and industry upgrading, extensively utilize new technologies, new equipment and new processes and transform and enhance the industry standards and core competency of traditional manufacturing industry. Strive to develop a group of hundred-billion- and ten-billion-class modern manufacturing bases with the guidance of high and new technologies and leading industrial core competencies and overall performances in China, promote the high-end development of the entire manufacturing industry and realize the objective of becoming a model for industry transformation and upgrading.
To actively develop modern service industries. To accelerate the planning and construction of the China (Nanjing) Software Valley with Yuhuatai district as its center and Jiangning and Pukou districts are its wings, forge the core district and iconic districts of the Famous Chinese Software City and promote the domestically leading and internationally renowned brand of “Nanjing Software”. To implement a series of model programs and key projects, including theSmart Nanjing, Smart YOG, Thousand Enterprise Upgrading, Convergence of Informationization and Industrialization and Triple-Network Convergence, reinforce and escalate the domestic leadership of product clusters such as smart grid, communications and smart transport, realize key breakthroughs in fundamental software and information service industries and focus on the cultivation of a group of hundred-billion- and ten-billion-class enterprises with proprietary brands and intellectual property rights. To cultivate and introduce a group of high-end software talents, introduce high-standard software talent training institutions from home and abroad and develop the national software talent practical training base and Software University. To learn from the development experiences of creative and cultural industries home and abroad, actively cultivate the main market entities, promote the in-depth integration of culture and technology, strengthen the R&D of original works, actively expand the cultural industry based on high and new technologies such as digital and Internet, enthusiastically promote the culture enterprise clusters specializing in creative design, cartoon and games and original digital contents, focus on the development of a group of creative and cultural industry parks (bases) and key creative and cultural project brands. To actively cultivate the hi-tech service industry, establish a hi-tech service industrial chain that serves the complete process of technological achievement transformation with integrated technology, market and capital functions. To focus on the cultivation of a group of hi-tech service enterprises and organizations specializing in technical R&D and design, hi-tech enterprise incubation, hi-tech information consultancy, hi-tech financing, intellectual property rights and inspection and testing for the strategic emerging industries and pillar industries. To actively promote the convergence of hi-tech service industry and high-end manufacturing industry, encourage the extension of the industrial chain into the R&D and service ends. To accelerate the development of productive service industries, such as financial, information service, modern logistics, hi-tech R&D, commercial services, education and training and exhibition industry and develop Nanjing into a regional financial hub, an international shipping center and the center of the modern service industry of the province.
To actively develop modern agriculture. To adhere to the technological-advancement-driven development of modern agriculture, actively enhance the modern technological support, modern facilities and equipment and modern operation standards of agriculture, actively develop provenance agriculture, biological agriculture, facility agriculture, ecological agriculture, recreational agriculture and intensive processing of agricultural products. To revolve around the biological agriculture and develop the national-level biological agriculture base. To promote the integration of information technology and agriculture technologies, develop smart agriculture, precision agriculture and agricultural e-commerce. By 2015, the area of facility agriculture in Nanjing is expected to reach 46,666.67 hectares.
(6) Focus on Enhancing the Proprietary Innovation Capabilities of Enterprises
To strengthen the role of enterprises as the main entities for proprietary innovation. To support acquisition and restructuring by strong and superior enterprises in accordance with the principle of “Government Cultivation, Enterprise Autonomy, Market Operations and Policy Support”. To support the technological innovation and managerial innovation of small and medium hi-tech enterprises and cultivate a group of innovative enterprises with proprietary intellectual property rights, famous brands and core competency.
